ELMIRA, N.Y. -- Elmira leaders are considering a local law that would give them authority to manage New York State's tax cap. They're looking at an option that would allow them to exceed the two percent cap if necessary.

It was brought up in the 2013 budget workshop Thursday as lawmakers looked for ways to save money in future years. The proposal would allow them to exceed the cap in order to avoid cutting current services.

Also, the City Manager says it would help cover any errors found in an audit.

"And if we make a mistake then you have to set that money aside for the following year. So what I'm saying, if you pass the tax cap legislation that allows you to succeed and you screwed up on your calculation, you would be covered. It's smart business practice to pass it for that reason," said Elmira City Manager John Burin.

Right now, the $31 million budget for next year keeps all services intact which don't exceed the cap.
