BINGHAMTON, N.Y. -- Governor Andrew Cuomo has declared a state of emergency as this winter storm hits the Northeast.

Locally, the snow totals are not expected to reach the levels of some larger cities.

Still, Binghamton's Department of Public Works officials say they are fully prepared, with staff ready 24 hours a day to get roadways cleared as quickly as possible.

The city has also opened parking ramps which will be available until noon Sunday. Officials say parking cars off the roads is the best way for DPW to work quickly and efficiently.

Terry Kellogg, Binghamton Deputy Commissioner of Public Works, said, "We have about 150 miles of city streets. We figure with 20 trucks, it's about a three hour turn around per vehicle to cover the miles that we have. So we appreciate the residents’ patience."
